Stoke will open their Carling Cup campaign with a home game, but against last season's Champions League quarter finalists Tottenham Hotspur.
The game will take place at the Britannia Stadium, on the week commencing 19th September.
Last season City beat Shrewsbury and Fulham at home before losing 3-1, after extra time, at West Ham in the fourth round.
