The 25-year-old German-born Spanish forward has previously played for Celta Vigo, Real Madrid's B team and Hoffenheim.
"#SCFC have agreed a deal with Hannover 96 to sign striker Joselu and hope to complete the deal within the next 24 hours," said the Potters on their official Twitter account.
Joselu, who scored eight goals in 30 appearances for Hannover in the Bundesliga last season, was pictured at Stoke's Clayton Wood training ground earlier on Tuesday.
