The West Brom striker was at the Britannia Stadium on Saturday to negotiate personal terms after the two clubs agreed a transfer fee on Friday.
And despite positive talks with the 25 year-old, he has opted not to join City at this point in time.
Says John Rudge: "Rob visited the club on Saturday and was impressed with everyone he met and what he saw at the club.
"However after discussing it with his agent and family over the weekend he's decided that it's not the right move for him at this point in time.
"He's keen however not to discount the possibility of a move to the club sometime in the future."
